US Federal Highway Administration is Hiring a Grants Management Specialist (Open to both U.S. Citizens and Federal Employees) Near Lakewood, CO

Duties

As a Grants Management Specialist, you will:

  • Be responsible for the negotiation, award, and administration of discretionary Federal assistance agreements (grants and cooperative agreements) for a wide range of programs to include research, specialized studies, and/or construction to support DOT and FHWA carry out their mission and strategic goals.
  • Apply skills and knowledge related to grants management policies, procedures, and regulations as defined by laws, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, and awards.
  • Be responsible for pre-award functions such as drafting Notices of Funding Opportunities (NOFOs), budget analysis, evaluation, risk assessments, and negotiation of terms and conditions for Federal assistance awards in accordance with 2 CFR 200.
  • Process a full range of grant/agreement applications used to determine the selection of grant/agreement awards. Review grant/agreement applications for clarity and completeness. Provide technical advice and assistance in the development of criteria for evaluation of the grants.
  • Monitor and evaluate recipient performance, negotiate agreement changes, authorize payments, and resolve post-award issues.

The ideal candidate will have a solid background and experience in the award and administration of Federal financial assistance awards using applicable laws and regulations such as 2 CFR 200. They would possess expertise with developing Notices of Funding Opportunities (NOFOs), conducting budget reviews (to include cost analysis), risk assessments, and negotiation of terms and conditions for grants and cooperative agreements in accordance with 2 CFR 200. They would possess expertise with post-award administration of financial assistance awards to ensure compliance with terms and conditions and applicable regulations and monitor the use of federal funds. It is recognized that the breadth and depth of experience will vary by grade level of the candidate. It is considered favorably, although not required, for the individual to have knowledge and familiarity interpreting applicable laws and regulations and provides advice and policy guidance, training, and technical assistance to program staff and/or grantees.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • TIME-IN-GRADE FOR GOVERNMENT CANDIDATES: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period. Current Federal employees may also need to complete a probationary period (unless already completed).
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.

For the GS-11:

On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-09 grade level, which included:

  • Experience in assisting in pre-award and post-award activities of grants and/or cooperative agreements such as budget analysis and/or performance monitoring.

Or on Education, you must have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such degree,

You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

For the GS-12: You must have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included:

  • Experience managing pre-award grant activities such as budget analysis and/or risk assessment related to the review of grant proposals; AND
  • Experience managing post-award grant activities such as performance monitoring, negotiating grant resolutions, invoice review, and/or closeouts.

For the GS-13: You must have at least one year of specialized experience, equal or equivalent to the GS-12 grade level, which included:

  • Experience with grant management activities across the typical grant life cycle: pre-award, award, post-award and close-out; AND
  • Experience applying/interpreting applicable grant management laws and regulations and/or other related guidance; AND
  • Providing management advice and explaining problems related to grant management activities and processes.

You cannot qualify on education at the GS-12 & 13 levels; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  • Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Students enrolled in a qualifying degree program can apply to the GS-11 grade based on education if the anticipated graduation date is within six months of the closing date of this announcement. If selected, the final transcript must be received before your start date. Other applicants must meet all qualification requirements by the closing date of this announcement.
